The speed of a PC/Laptop depends on the kind of hardware that is being used and the software and the OS that is running the machine.

The important hardware specifications that you need to know is the processor speed, generally given in GHz and the number of cores, a dual core processor will have two cores and quad core processor will have 4 cores, so correspondingly you need to calculate the processor speed. This determines the number of parallel applications that you can run and your system cost.
The second important thing is the RAM (Random Access Memory). It is also called as the physical memory, if you run a 32 bit OS, then the maximum RAM that you can utilise will be slightly less than 4 Gb. In case of 64 bit OS, the RAM can be extended till 32 GB, but that is quite unnecessary. For the current software/OS requirements a 4 GB ram should serve all the purpose.
Then the Hard disk speed, generally given in rpm (revolutions per minute) 7200 is the most commonly used.
Despite having a new and a system with a good configuration you might feel that the system has slowed down.
There are many reasons for this slowing down. The major reasons are:

1) Disk Defragmentation.
Another major reason for slowing down of PC/Laptop is fragmentation of files. The hard drive is the place where all your files will be stored, and programs installed. Assume a case that you have saved a word document in “My Documents” folder. The file will not be saved in a single location; rather it would be saved as smaller parts in various sectors in the hard drive. When you intend to open it, you will double click on the document in the folder, what happens is a series of calls goes to various sectors and all the smaller parts will be assembled together and the file will be opened. 2) Registry Errors
Broken registries and bad entries is one of the main reasons for your system to slow down. So, to correct that what we need is to scan the registry first and then clean it using a registry cleaner.
There are many registry scanners available which will scan your registry for free, but when it comes to cleaning most of the software required to do that are paid versions. If you don’t mind spending a few dollars in buying a paid version of registry cleaner, then you can try the Registry mechanic created by PCTools or the Registry Booster created by Uniblue. 3) Virus, malware and Adware

4) Shell extension errors
You system will start to hang for around 7 to 12 seconds when you right click on a file to open it, or when you right click on a browser to open a link in a new tab or window. You might be wondering about reason for that and also would have thought of viruses. You might also contemplate formatting it or recovering it.
The main reason for this is shell extensions. When you right click on a file in your disk, you get a menu, but over a period of time when you keep installing new software, this menu size will increase. This results in the slowing down of your system. ( more at www.technoages.com )

5) Improper system settings.
The easy way to speed up your system while booting is to prevent unnecessary start up programs. There will be a few unwanted software which will start by itself when you start your system.
